Strategic Planning provides a framework and guidance for organizations to fulfill their missions with optimal efficiency and impact. HYA’s Strategic Planning framework employs a research-based method of inquiry allowing school districts to create their own futures, focused on students, through rigorous community engagement, followed by operational execution. A strategic plan ensures the Board and Superintendent agree to what the expectations are for the organization and therefore, guides decisions and ensures energy is directed toward advancing the priorities of the community as articulated by the Board. Note that any phase can be tailored to meet the unique needs and budget of the district. The HYA Strategic Planning Process consists of three phases.
Engage
Engage all stakeholders in productive dialogue related to a vision for student success as well as short- and long-term priorities for the future
During the Engage Phase a variety of perception data is gathered through focus groups and individual interviews. To ensure maximum participation, a research-based survey is deployed to gather opinions from a variety of stakeholder groups. A full report of all data gathered during the Engage Phase is created and presented to the district.
Focus
Create a focused and actionable plan aligned to the priorities of the community
The findings from the Engage Phase are reviewed along with past strategic plans and school district data. A Mission, Vision, Portrait of a Graduate, Strategic Priorities and Goals are drafted, discussed, and revised until a final plan is agreed upon. Strategic goals arise from data collected during the Engage Phase and allow internal and external stakeholders to feel connected to the Strategic Plan
Implement & Evaluate
The Strategic Planning process is turned over to the District to execute via specific actions, timelines, resource allocations, and metrics.
An online Strategic Dashboard is created, which can be embedded onto the District website to communicate the plan and progress to the community. There is no charge for continued use of the dashboard from year to year. HYA Associates are also available to facilitate additional work including creating performance indicators, benchmarks and metrics for each outcome. This is an essential component of strategic planning as it allows the Board of Education to govern progress of the plan and the Superintendent to align school improvement and other data processes throughout the system.
