Dr. Tim Kirby served as a school administrator for 32 years, including 20 as a superintendent in suburban and rural districts in Southeastern Pennsylvania. Dr. Kirby earned his doctorate in education from Temple University and completed superintendency certification at the University of Pennsylvania. He also has served as an Adjunct Professor at Villanova University and Delaware Valley University, teaching principalship and superintendency courses.
Throughout his tenure Dr. Kirby was hyper focused on the dual pursuit of measurably improving teaching and learning. These twin objectives were everyone’s primary goals every year. Success was achieved by initiating and sustaining a culture of continuous improvement. His areas of expertise include board-superintendent relations, superintendent evaluation, and the establishment of a collaborative culture. Dr. Kirby specialized in the mentoring of prospective administrators and teacher leaders through the establishment of leadership academies, shadowing experiences, internships, and utilizing teacher on special assignment positions. Eighteen of his colleagues were later successful in advanced leadership positions, including seven who went on to become superintendents.
Dr. Kirby promoted and modeled a Distributive Leadership style. Solutions were the result of shared wisdom and consensus building across employee groups, school board, and community levels. Dr. Kirby advocates for evaluation systems that emphasize clear timelines, articulated competencies, weighted rating scales, and highly focused and measurable self-evaluations.
