Minimum Salary: $121,032 to $150,000 (Commensurate with Experience)

Job Summary
The Assistant Superintendent of Operations (ASO) provides leadership and oversight of all aspects of building construction, remodeling projects, ongoing building maintenance, and other support operations functions of the Petersburg City Public Schools (PCPS). The ASO supervises and evaluates the Director of Transportation, Director of Safety and Security, the Director of Technology, the Supervisor of School Facilities and the Supervisor of Nutrition. The ASO is responsible for developing, implementing, and monitoring processes, procedures, and systems that (1) maintain safe, clean, and attractive school buildings, (2) provide safe and efficient transportation services for PCPS students, (3) ensure the preparation and dissemination of nutritious and appealing meals for PCPS students and staff (4) ensure the effective implementation of sound safety and security systems, protocols and practices and (5) ensures the effective institution and maintenance of the information technology infrastructure of the division. As a member of the senior cabinet, the ASO collaborates with staff, parents, and community members to achieve the division’s mission and
goals and is expected to attend and present at school board meetings as needed.
Essential Duties

1. Establishes and articulates a vision for the PCPS facilities, transportation, and food services departments to align with the division’s strategic plan and meet the requirements of the Memorandum of Understanding with the Virginia Board of Education.
2. Ensures the effective operation of all assigned departments.
3. Approves schedules and procedures for custodial care of all school and office facilities.
4. Oversees programs related to recycling and environmental health within PCPS.
5. Coordinates the usage of PCPS facilities for both internal and external requests.
6. Inspects school physical plants and grounds regularly to ensure high standards of cleanliness, safety, and security.
7. Manages new building and facility renovation projects and inspects contractor work to ensure compliance with contractual terms before authorizing payment.
8. Prepares budgets and oversees the fiscal management of facility operations and maintenance resources.
9. Advises the Superintendent on the physical condition of school buildings and recommends necessary improvements.
10. Leads the preparation of the capital improvement portion of the PCPS budget for submission.
11. Oversees the implementation of an effective safety and security program for protecting students, staff, and school property.
12. Collaborates with principals to establish emergency evacuation procedures for all school rooms and offices.
13. Maintains blueprints, floor plans, and related documents for all PCPS schools and buildings.
14. Coordinates special projects such as snow removal with the City of Petersburg.
15. Oversees the management of transportation and food services programs.
16. Ensures ongoing staff training related to support operations requirements.
17. Prepares reports, memoranda, and presentations for the Superintendent as necessary.
18. Performs other related duties as assigned.
19. Must attend all school board meetings, work sessions, and committee meetings.
Other Duties
1. Attends school board meetings and prepares reports for the Board as requested by the Superintendent.
2. Performs additional related duties as assigned by the Superintendent or the Chief of Staff.

Minimum Qualifications (Knowledge, Skills & Abilities Required)
- Master’s Degree preferred, or equivalent combination of education and experience in engineering or facilities management.
- 10 years of progressive experience in facilities management/engineering for a large physical plant.
- State license as a professional engineer preferred.
- Knowledge of state and federal building codes, educational construction standards, Water Control Board, EPA, OSHA, ADA, and Department of Labor/Commerce regulations related to plant operations and maintenance.
- Experience in budget preparation, monitoring, and contract procurement.
- Strong decision-making skills to differentiate needs from wants in plant projects.
- Excellent organizational, communication, and supervisory skills.
Knowledge, Skills & Abilities Required
1. Extensive knowledge of building construction, maintenance procedures, equipment, and materials.
2. Strong understanding of federal, state, and local laws and building codes related to school construction, maintenance, safety, and security.
3. Familiarity with vendors and procurement regulations.
4. Knowledge of occupational hazards and safety precautions in building construction and maintenance.
5. Ability to manage multiple complex projects and activities.
6. Strong supervisory and enforcement skills, with sound judgment.
7. Ability to identify problems, analyze data, and present solutions to the Superintendent.
8. Strong written and oral communication skills, including presenting to community groups, school officials, and city personnel.
9. Proficiency in computers and related technology.
10. Ability to maintain positive relationships with staff, subordinates, supervisors, School Board members, parents, and the public.
