Job Description
Benjamin School District 25 is a two-school elementary (PreK-8) school district located approximately 28 miles west of the city of Chicago, Illinois in the western portion of DuPage County. The Benjamin District 25 schools serve approximately 632 students from portions of incorporated Carol Stream, West Chicago, and unincorporated West Chicago (Wayne Township), with the majority of students living in Carol Stream. The total area of the school district is approximately ten square miles.
JOB DESCRIPTION
Title: Superintendent of Schools
Unit: Administration Service Center, Schools
Reports to: Board of Education
Supervises: Administrators (directly), other staff (indirectly)
Contract: The School Board and the Superintendent shall enter into an employment agreement that conforms to Board policy and State law. This contract shall govern the employment relationship between the
School Board and the Superintendent. The terms of the Superintendent’s employment agreement, when in conflict with this policy, will control.
Job Goal: Responsible for the administration and management of the District schools in accordance with School Board policies and directives, and State and federal law. The Superintendent is authorized to develop administrative procedures and take other action as needed to implement Board policy and otherwise fulfill his or her responsibilities. The Superintendent may delegate to other District staff members the exercise of any powers and the discharge of any duties imposed upon the Superintendent by School Board policies or by Board vote. The delegation of power or duty, however, shall not relieve the Superintendent of responsibility for the action that was delegated.
Qualifications: Must be of good character and of unquestionable morals and integrity; shall have the experience and the skills necessary to work effectively with the School Board, District employees, students, and the community; and, shall possess a valid administrative certificate and superintendent’s endorsement issued by the State Certification Board.
Performance Responsibilities
A. Goal Development and Implementation: The Superintendent facilitates the development, articulation, implementation, and stewardship of a vision of learning that is shared and supported by the school community.
Performance Indicators:
- Sets goals and priorities for improving student achievement.
- Articulates and promotes high expectations for teaching and student learning.
- Develops, communicates and implements a collective vision of comprehensive school improvement.
- Formulates School Improvement Plans (SIPS), consistent with the goal of improving student achievement.
- Gathers, analyzes and uses District data for decision making.
- Monitors implementation and performance of plans and goals and makes recommendations for changes necessary for success.
- Monitors progress of school improvements and communicates results to Board, staff and community.
- Seeking and continuously evolving on personal growth and development.
B. Educational Leadership: The Superintendent develops, implements and monitors organizational, instructional, and assessment strategies to maximize the educational achievement of all students.
Performance Indicators:
- Evaluates district education programs and manages process for curriculum improvements.
- Develops programs to conform the district’s curriculum and instruction to the Illinois Learning Standards.
- Evaluates the effectiveness of programs by monitoring student progress and directs modifications where necessary to ensure high student achievement.
- Ensures that teachers and administrators align curriculum and instruction with assessment results to maximize teaching and learning.
- Provides leadership, encouragement, opportunities, and structure for all staff to continually design more effective teaching and learning experiences for all students.
- Encourages and facilitates the use of technology to improve teaching and student learning.
- Promotes professional staff development and implementation of best instructional practices.
C. Administration Management: The Superintendent uses management and leadership skills to achieve effective and efficient organization and operations of the district.
Performance Indicators:
- Ensure district compliance with all federal, state and local laws and regulations.
- Appoints and supervises appropriate personnel to administer and conduct district business and achieve district goals, including in-house staff and outside service providers.
- Supervises and monitors the district’s financial and accounting programs to best utilize limited district resources, prepares and evaluates budgetary requirements and develops and monitors long-term financial strategies and plans.
- Develops and manages information, data collection and accountability systems of assessing and reporting district progress toward strategic and operational goals.
- Ensures facilities are maintained and upgraded according to district developed plans.
- Ensures district policies and rules are uniformly and fairly observed and enforced.
- Encourages and develops ongoing communication among all stakeholders, acknowledging diverse perspectives of various interested parties.
- Responds promptly and effectively to issues raised with district operations and communicates appropriate resolutions to concerned parties.
- Facilitates effective communications among professional staff and between district and its stakeholders.
- Performs periodic review and assessment of safety and emergency plan; modifies plan as needed.
- Coordinates and supervises custodial and maintenance services, contracted services and life-safety requirements.
- Oversees the rental, loan, and leasing of district facilities to any outside agency/organization/institution and rental billings.
- Administers operation of school physical plant. Consults with building administrators as to how best to meet their learning environment needs.
- Supervises physical plant and playground construction/maintenance needs.
- Visiting schools on a regular basis.
- Actively incorporates technology/digital tools for efficiency in their daily tasks.
D. Personnel Management: The Superintendent manages the administration, teaching and staff personnel of the district to foster a culture of continuous improvement focused upon teaching, learning and high student achievement.
Performance Indicators:
- Organizes and implements effective management structure for personnel so as to utilize strengths and talents of individuals and coordinates and allocates responsibilities effectively.
- Leads and manages programs supporting the recruitment, hiring, development, and retention of quality teachers, administrators and staff.
- Models continuous learning and promotes the professional growth of self and others.
- Demonstrates awareness of professional issues and developments in education.
- Demonstrates integrity and ethics and serves as an example for and promotes high ethical and professional standards for all employees.
- Delegates authority and responsibility to appropriate staff members in a manner which encourages shared decision making, responsibility and accountability and increased job satisfaction.
- Manages a system of review and evaluation of all staff to monitor job performance an identify needs for improvement.
- Challenges administrators and staff to grow professionally and assume greater responsibilities.
E. Communication/Public Relations: The Superintendent collaborates with families, the School Board and community members within the district as well as understanding, responding to and influencing the larger political, social, economic, and legal elements that affect the district.
Performance Indicators:
- Provides leadership for improving parent/student/community involvement in the district.
- Formulates and implements effective communication strategies of the district’s priorities, issues, performance, and needs to the community and media.
- Provides community service and leadership for developing a positive rapport between the district and the community.
- Provides leadership with the Board for defining superintendent and Board roles, mutual expectations, procedures for working together, and formulating district policies.
- Encourages and provides opportunities for stakeholders to be involved in district activities.
- Cooperates with local law enforcement, civic, health, and social agencies to create collaborative opportunities to address district and student needs.
- Effectively advocates for and supports the district in public forums and seeks opportunities to represent the district in a positive manner.
- Provides the Board with relevant information for decision making and maintains open and clear communications with Board members.
- Effectively represents the district in relations between area schools, state and local authorities and other parties doing business with the district.
Evaluation: This position will be evaluated at least once annually by June 30 by the Board of
Education.
