HYA Associates Brian Harris and Karen Sullivan have recently partnered with organizations including Special Education District of Lake County (SEDOL), DuPage Area Occupational Education System (DAOES), and Mid-Valley Special Education Cooperative to support superintendent and executive-level searches. Each engagement required a customized approach that reflected the structure and needs of the organization.
SEDOL, one of the largest special education cooperatives in the region, serves a diverse group of 31 member districts with varying resources, priorities, and community contexts. Its governance structure includes multiple layers of leadership, making alignment and communication critical throughout the search process. Identifying a leader for this type of organization requires not only strong executive experience, but also the ability to navigate complexity and build consensus across a broad stakeholder group.
In contrast, the Mid-Valley Special Education Cooperative operates on a smaller scale but presents its own unique challenges. With a board composed of superintendents and a clearly defined vision for leadership, the search required a focused recruitment strategy and access to a highly specialized candidate pool.
Why These Searches Are More Complex
Unlike traditional district searches, roles within cooperatives and regional organizations often require a rare combination of credentials and experience. Candidates may hold superintendent-level licensure while also bringing expertise in areas such as special education leadership or career and technical education. This significantly narrows the candidate pool and requires search partners to tap into specialized networks.
Additionally, many of these organizations do not have the same internal HR infrastructure as a school district. As a result, third-party search firms play a more integral role in designing and managing the process from start to finish. From stakeholder engagement to candidate evaluation and board facilitation, the level of support required is often deeper and more hands-on.
