Dr. Ruffin has a strong track record of fostering partnerships with business, industry, and community organizations to enhance student opportunities in technical courses, certifications, and college/workforce readiness career pathways and programs. She has also been instrumental in creating innovative school options such as the Academic Academy, Early College High School, and International Dual Language Immersion School. Her expertise extends to developing comprehensive school budgets, managing positive fund balances, and securing numerous grants to support and sustain educational initiatives.
Dr. Ruffin’s career spans several states, including Connecticut, Tennessee, Oklahoma, Texas, and Louisiana. In her most recent role as Superintendent she demonstrated her commitment to educational excellence and equity. She also served as Chief Academic Officer at the Tennessee State Department of Education, Superintendent in Tennessee, and various leadership positions in Tulsa Public Schools, Oklahoma, and Judson Independent School District, Texas.
Dr. Ruffin holds an Ed.D in Educational Administration, Curriculum, and Supervision from the University of Oklahoma and a Supervision degree from the University of Louisiana, Lafayette. She also earned a Master of Music Education (M.M.Ed.) from Louisiana State University. Her deep passion for education and commitment to providing equitable, quality opportunities for all children have been the driving forces throughout her career.
Dr. Ruffin has mentored numerous individuals who have gone on to achieve promotions to key positions, including superintendents, assistant superintendents, central office and state department roles.
