Job Description
MINIMUM QUALIFICATIONS:
· Documented success as an instructional leader with a proven record for improving student achievement.
· Excellent communications and interpersonal skills along with a clear vision for engaging all constituent groups in achieving strategic goals and articulating district strengths.
· Demonstrated success in educating all students through the utilization of effective curricula, instructional techniques, and best practices that meet the needs of a diverse body.
· Demonstrated competencies in budget preparation and effective management of complex public revenue/financial systems and operations.
· Minimum of ten years combined public school education experience that must include: teaching, building-level administration, and district-level administration, earned doctorate preferred.
· Working knowledge of laws, regulations, and practices related to Delaware’s public education and financial systems preferred.

POSITION REPORTS TO:
Board of Education, Delmar School District, Delaware
PERFORMANCE RESPONSIBLITIES INCLUDE:
· Serves as Chief Executive Officer of the Delmar School District and Secretary of the Board of Education; responsible for the daily administration of the District; provides educational leadership in dealings with parents and/or relevant constituencies within or outside the District.
· Maintains high student achievement through the design, implementation, and evaluation of instructional programming; ensures the strategic professional development of administrative, instructional, student services, and supporting services staff members.
· Prepares relevant statutory reports and recommendations.
· Supervises the Chief Operating Officer. Oversees and reviews financial reports prepared by the Chief Operating Officer as required by state agencies having jurisdiction over public school funds.
· Serves as district administrator for due process student discipline appeals.
· Develops and implements long-range strategic planning for the district.
· Supervises the district Supervisor of Curriculum, Instruction, and Assessment.
· Reviews and approves consolidated grant monies and amendments.
· Collaborate with higher ed institutions for Alternative Routes to Certification.
· Serves as DCSOA (Delaware Chief School Officers Association) representative at Legislative Committee and State School Board meetings.
· Approves and signs all state financial documents (POs, PVs, CRs, etc.).
· Acts as Human Resources Director and supervises Human Resources office and staff including hiring process, recruitment, and benefits administration.
· Collaborates with Health Team regarding district wide student health needs.
· Serves as District Safety Coordinator.
· Serves as District Public Information Officer.
· Acts as the contact person with the Department of Education concerning all Human Resources matters.
· Serves as district administration on DASPA (Delaware Association of School Personnel Administration).
· Attends DOE quarterly meetings.
· Serves on District ILT (Instructional Leadership Team).
· Serves as district liaison with the Delaware Community Foundation.
· Receives FOIA requests and designates the Disctrict’s FOIA Coordinator.
· Participates in DEA Liaison Committee, as needed.
· Serves as district representative in Bi-State meetings.
· Serves as district representative with Foundation for Delmar Education Board.
· Other duties as assigned.
SALARY:
Competitive salary based on education and relevant experience, as determined by the Board.

4. Describe your initial 90-Day plan if you are selected as Delmar’s next Superintendent. Please provide specific goals, actions, and timelines and describe your reasoning behind goal selection and proposed actions.

MISCELLANEOUS CONDITIONS OF EMPLOYMENT:
· If an applicant has not previously established relevant certification status with the Delaware Department of Education, certification must be established as a condition of employment.
· The State of Delaware requires all public school employees to undergo a criminal background check (state and federal) to determine suitability for employment. Appointment is contingent upon receipt of a satisfactory criminal background check, which is the responsibility of the employee.
· The State of Delaware requires new employees to be paid by direct deposit and to be part of a lag payroll system as conditions of employment.
